Alberta Health Services is currently looking for a Program Lead, Precision Analytics (PLPA) to join our dedicated Cancer Care team. This is a rare opportunity to showcase and grow your expertise where you will lead a progressive team of 3 highly specialized Scientists and interdisciplinary experts. You will identify, develop and implement analytic systems that strive to improve efficiency, quality and outcomes in Cancer Care. The successful PLPA will benefit from unique access to an unprecedented data and information environment including real time access to an Integrated Health Information system in Connect Care and the DECIDe-Cancer Data Environment. The PLPA will drive powerful, proactive data driven decision making processes that foster innovative, creative, improvement in the delivery of services. The ideal PLPA will bring a proven academic and research background with the ability to effectively present technical progress to executive sponsors and translate program deliverables within their team and technical projects. The PLPA will also have the chance to lead and develop innovative machine learning and artificial intelligence technologies toward program deliverables. This position will enjoy a flexible, hybrid work environment that can be remote anywhere in Alberta, onsite or a combination depending on preferences. There will be a need for occasional travel to strategic site meetings that can be confirmed during the selection process.     Description:
    Reporting to the Director, Cancer Advance Analytics, the PLPA is a key leadership role responsible for strategically developing and leading the Precision Analytics team and related special projects for Cancer Care Alberta (CCA). The Program Lead applies their comprehensive knowledge of the health system, cancer registration and operational areas to develop projects in alignment with CCA needs. The PLPA must have a high level of scientific and analytic expertise to lead the development of the team of technical experts and a program of work which includes identify and working with stakeholders to identify, prioritize, and develop projects that can facilitate CCA patient care. The PPA must understand and integrate the perspective of our clinicians while collaborating closely with them to include needs and perspective. Specific accountabilities will span the oversight of Program & Project Development, Measurement and Reporting, Architecture of Clinical Data Science Processes, People and Budget Management as well Stakeholder Relationship Building. This role will advance Cancer Care Alberta’s agenda of moving towards anticipating and integrating Machine Learning, Epidemiology and analytics into proactive planning. The PLPA must abide by and exemplify the highest standards of confidentiality and have a functional understanding of the principles within Alberta’s Freedom of Information and Protection of Privacy Act as well as the Health Information Act.

    Required Qualifications:
    Masters degree with strong quantitative component in sciences, epidemiology, community health sciences, statistics, data science, quality assurance and/or several years of equivalent experience. Minimum of 5 years’ experience in analysis of health system and administrative data or equivalent. Experience managing projects and staff. Demonstrated pattern of professional and personal development.
    Additional Required Qualifications:
    Demonstrated strategic and program development and implementation skills. Experience with people management including interpersonal, engagement, coaching skills, consultation, negotiating, facilitation and written/verbal communication skills. Well-developed organizational skills, critical thinking, and problem-solving skills. Ability to summarize literature or data in a relevant and meaningful way. Proven verbal and written communication skills including analytical and presentation skills experience. Experience working with spreadsheets, databases and tools for querying, integrating, analyzing, interpreting, reporting and disseminating data. Proficiency in Python, SAS, SPSS or comparable statistical methodological tools (e.g., predictive analytics modeling, risk scoring, provider profiling). Statistical analyses of complex and large datasets, including segmentation, advanced multivariate and longitudinal modeling, and forecasting. Managing multiple concurrent projects and meeting deadlines. Demonstrated experience applying ‘big data’ analytic techniques such as data mining, machine learning, statistical modeling, etc. Experience working as part of a team and independently and knowing when to seek guidance in complex, sensitive or ambiguous situations.
    Preferred Qualifications:
    PhD with a strong quantitative component in epidemiology, community health sciences, statistics, data science, quality assurance or a related field. Experience in an oncology/healthcare related field. Experience collaborating and building relationships with clinicians and stakeholders. Project management experience and/or certifications. Experience collaborating on Machine Learning projects.
