    Salary range: The salary range for this position is CAD $115.39 – $115.39 / hour Why Fraser Health?:
    Fraser Health (FH) is responsible for the delivery of hospital and community-based health services to nearly 2 million people in 20 diverse communities from Burnaby to Fraser Canyon on the traditional territories of the Coast Salish and Nlaka’pamux Nations. The Fraser region is home to 32 First Nations communities and 6 Métis Chartered communities.     We are seeking a passionate and innovative Executive Medical Director/Medical Health Officer (EMD/MHO) to lead and support transformational objectives in Population & Public Health throughout the Fraser Health (FH) region. As an expert physician leader, the EMD/MHO will drive forward strategic and operational planning while optimizing a community focused approach to all population and public health services. The Executive Medical Director/Medical Health Officer will be proactive and responsive to shifting services and changes in the health care system and will identify emerging issues in the local, provincial, federal and international arenas.

    The EMD/MHO will serve as a Medical Health Officer (MHO) for a community in addition to leading Population & Public Health wide surveillance and EDI initiatives. Working closely with Medical Health Officers, operational Directors, Managers and other partners, the EMD/MHO will oversee a wide variety of legislative and non-legislative initiatives that promote and protect public health for the assigned area.

    The Executive Medical Director/Medical Health Officer of Population & Public Health will be a clear, caring, and courageous leader who will develop and promote medical standards, education and research, and manage the organization and effectiveness of medical staff within the program. The EMD/MHO will communicate a shared vision internally and will simultaneously champion a multi-faceted approach to knowledge translation and program evaluation initiatives that are vital to quality community and population health outcomes. By cultivating partnerships across FH and with decision making bodies in the community, senior levels of Government, the private sector, other health authorities and multi-sectoral groups, the EMD/MHO will influence policy to improve health status while advancing program-wide quality, performance monitoring and evaluation, health equity, and population health strategies.

    The successful candidate will have:
    – Medical Doctor degree with current licensure with the College of Physicians and Surgeons of British Columbia in Public Health and Preventive Medicine (FRCP(C));
    – Ten (10) years of recent related experience involving responsibility in medical leadership, public health, operational and strategic planning;
    – Proven skills in managing financial and human resources;
    – Current BC Driver’s License and access to personal vehicle for business-related purposes;
    – An equivalent combination of education, training and experience.

    Detailed Overview:
    – Supporting the Vision, Values, Purpose and Commitments of Fraser Health:
    – Provides senior leadership and direction in the development of system-wide population health strategies that support the strategic direction for Fraser Health. – In partnership with senior leadership responsible for the development and implementation of policy options that support the population strategic plan for Fraser Health.
    – Engages in the development of partnerships with other decision making bodies in the community, and with senior levels of Government, the private sector, other health authorities and multi-sectoral groups, in order to influence policy to improve health status.
    – Works closely with Medical Health Officers, operational Directors, Managers, and other stakeholders to ensure that population health programs and actions within the Health Authority align with the strategic plans and priorities of Fraser Health.
    – Leads program-wide surveillance and assessment, knowledge translation and program evaluation initiatives. –
    Leads program-wide quality and performance monitoring and evaluation, health equity and population health strategies. Manages the organization and effectiveness of sessional medical staff within the program. Serves as a Medical Health Officer for a designated area.
    Responsibilities:
    – Working in partnership with the Senior Leadership Team and Executive Director, Population & Public Health ensures program-wide strategic and operational planning and priority setting maintain a community focused approach, and anticipate and respond to shifts in services and changes in the health care system.
    – Identifies emerging issues in the local, provincial, federal and international arenas that could influence the delivery of Population & Public Health services within Fraser Health (FH).
    – Supports the preparation and implementation of operational plans for assigned programs on an annual basis, which are aligned with FH’s strategic goals within approved financial resources, in partnership with the Executive Director.
    – Ensures that population and public health care activities are prioritized and organized to ensure coordinated, efficient, cost effective and quality community and population health outcomes.
    – Monitors and reviews the portfolio’s strategic and operational plans and ensures the link with the overall FH strategic plan.
    – Works in collaboration with Medical Health Officers on the development and promotion of medical standards, education and research. Promotes research and education initiatives; leads partnership efforts with external institutions and organizations. Liaises with research agencies to facilitate best practice service delivery.
    – Leads program-wide surveillance and assessment, knowledge translation and program evaluation initiatives. Ensures appropriate measures of health status are used to direct and evaluate population health initiatives within the region.
    – Leads program-wide quality and performance monitoring and evaluation. Ensures appropriate standards of care and service are developed and effective quality improvement and patient safety activities occur within the assigned portfolio.
    – Functioning as a Medical Health Officer, oversees a wide variety of legislative and non-legislative initiatives designed to promote and protect public health for the assigned area.
    – Manages the organization and effectiveness of sessional medical staff within the program.
    – Acts as media spokesperson for FH on specific issues, as appropriate.
    – Communicates a shared vision internally and to external agencies, partners and the public.
    – Manages issues with internal and external stakeholders.
    – Strengthens the development, acquisition, and diffusion of knowledge within the organization.
    – Provides leadership to team members through mentoring, coaching, and modeling key behaviours.
    Qualifications: Education and Experience

    – Medical Doctor degree with current licensure with the College of Physicians and Surgeons of British Columbia in Public Health and Preventive Medicine; or current licensure with the College of Physicians and Surgeons of British Columbia and Community Medicine designation (FRCP(C)).
    – A Master’s in Business Administration (or equivalent qualifications to MBA) is preferred.
    – Ten (10) years recent related experience involving responsibility in medical leadership, public health, operational and strategic planning and proven skills in managing financial and human resources or an equivalent combination of education, training and experience that is acceptable to Fraser Health. Membership in a provincial or national health administrator’s organization.
    – Current BC Driver’s License and access to personal vehicle for business-related purposes.

    – Physical ability to perform the duties of the position.
